| Ex-Olympian on sex charges
A FORMER Olympic diving star has appeared in court accused of a catalogue of child sex abuse offences. Brian Phelps, who won six gold medals, two silver and one bronze accolade at Olympic, Commonwealth and European Games, returned from his retirement home in France to face 43 charges. Bournemouth magistrates heard how the 63-year-old former Poole gym owner was accused of four rape charges, 19 indecent assaults, 19 gross indecency offences and one attempted rape dating back to between 1976 and 1986. Dressed in a beige jacket and black polo neck jumper, the grey-haired father-of-two spoke only to confirm his name and address in Le Val Besnot, France. Bail was objected to on the grounds Phelps now lives in France and no longer has ties in England, that he might fail to surrender to custody, could interfere with witnesses and there are concerns for his personal protection.

Date abuse among teens an 'epidemic'
One third of today's Texas teens suffer some kind of abuse in their romantic relationships. Half of all reported date rapes happened among teenagers and nearly half of adult sex offenders say they committed their first offense before the age of 18. "We actually have a prevention program where we go out into high schools and talk about healthy relationships, safe dating, because it is so prevalent," said Kelly Young of the Houston Area Women's Center. For our student journalist, finding a victim was easy. Convincing her to talk wasn't, but Madrid told her, "I would really appreciate it because you would be giving so many girls a voice because there are a lot of girls or boys that have been through that. But they won't say anything." The victim did speak up.

Justin Timberlake is reportedly planning to propose to girlfriend Jessica Biel. The 'SexyBack' singer - who has been dating Jessica for over a year - was seen shopping for engagement rings at famous New York jewellery store, Tiffany and Co.
An onlooker said: "Justin was really taking his time looking round the rings. He made the staff get a couple out of the cabinets so he could properly look at them. "He didn't buy anything but told the manager he would think about it."
Jessica recently revealed she and Justin much prefer snuggling up with the board game Scrabble than going out drinking and dancing. She said: "We do a lot of dinner parties and we play board games. I absolutely love Scrabble!"

Public-works agency plan advances
Wilder's administration proposes as part of a shakeup creating a new Department of General Services to manage the city's buildings and vehicle fleet -- both sources of scandal last year. The Public Works Department came under fire last spring in a critical audit of its management of the vehicle fleet. Last fall, a contract custodian was arrested for breaking into an office at the John Marshall Courts Building and employees of three other private firms were accused of using city phones to dial sex and dating lines when they were supposed to be working. After the fleet audit, the administration divided the Department of Public Works into three divisions because the organization's scope had become unmanageable. The department, for example, was responsible for functions ranging from trash collection to engineering to automotive repair to animal control.
